1) Back in Feb 2026, the US House’s Education/Workforce Committee held a hearing on the ‘affordability’ of college. Within the over 2 hours of testimony, the ‘disadvantaged’ were brought up several times. Especially when tying education to the economy.

This bill became law in Feb. 2026, it’s over 500 pages and has an entire section devoted to the US Dept of Education. Poverty is a central theme to the entire Law. (ALL page numbers listed below are the PDF equivalents)
**We’ll be diving into the Title 3 of the Law, where most of the ties will be seen. However, other places in the Law use ‘poverty’ (a total of 17 times), which is also seen in Title 3.
Page 67, WIOA (Dept of Labor) & the WQDI, along with expanded apprenticeships; Page 110, “poverty prevention”, but note the topic it’s embedded in; Page 122 begins Title 3 (Dept. of Ed);
Page 153, look for “National Infrastructure Investments” this ties with Pages 270 & 271 with “Emerging Community Development Institutions Assistance”: to address ‘persistent poverty communities & regions’; Page 219, “Choice Neighborhoods Initiative” will use HUD assistance to ‘transform neighborhoods’; Page 388, International Financial Institutions (ties to the US Treasury) for “reducing poverty & promoting equitable economic growth” (SDG (Sustainable Development Goal)  #1:https://www.un.org/sustainabledevelopment/poverty/)
